In a saucepan, combine 2-1/2 cups water, rice mix and oil. Bring to a boil.
Reduce heat to low. Cover and simmer for 25 minutes or until rice is tender.
Remove from the heat; stir in sausage.
On a serving platter, spread sausage and rice mixture. Layer with sour cream, cheese, tomatoes and green onions. Serve with tortilla chips.
